Northbridge has been selected as a provider of Deliverables-Based Information Technology Services (DBITS) to all DIR Customers, including Texas State and Local Governments, Texas School Districts and Institutions of Higher Education.

The DIR DBITS Programs allows DIR customers to purchase services directly from Northbridge. Using this contract vehicle, DIR customers will be able to obtain product and pricing information, as well as negotiate directly with Northbridge. This contract eliminates the requirements for separate RFOs or RFPs, greatly reducing time in procuring and contracting for Deliverables-Based IT services. Technology Categories

Application Development

Application Development means the development of new application which may be mainframe, server, network-based, web-based or a combination. The requirements for new applications may require interfaces to existing applications.

Examples of included services:

Researching, analyzing and gathering requirements
Designing, programming and testing
Documenting and implementing
Applying changes to the software language and/or database in which the application is written
Proving corrections for production or any changes needed
Participation in Disaster Recovery planning and documentation

Application Maintenance and Support

Application Maintenance and Support includes the skills and requirements for supporting application systems, including troubleshooting, modifying, maintaining and enhancing systems. Application Maintenance and Support also applies to applications running in a production environment.

Examples of included services:

Research, analysis, design, programming, testing, documenting and implementing maintenance change
Correcting software errors
Modifying reports and ensuring accurate report runs
Making modifications to the applications and documentation
Writing ad hoc queries
Loading and applying changes to the software language and/or database in which the application is written
Providing corrections for production or any changes needed and participation in Disaster Recovery testing, planning and documentation

How to Buy

The value of any one Statement of Work (SOW) may not exceed $10 million including all extensions, renewals, and change orders. In order to be awarded a Purchase Order hereunder, Vendor must respond, in writing, to a Statement of Work (SOW) for services as issued by Customers (State Agencies), consistent with the Terms and Conditions of the DIR DBITS Contract. Vendor shall only respond to SOWs for Technology Categories which Vendor has been awarded in the DIR DBITS Contract.

STEP BY STEP PROCESS FOR EXECUTING PROCUREMENT THROUGH THE DIR DBITS CONTRACT:

Customer creates an SOW for release to vendor(s). The SOW must be complete, signed by an authorized representative of Customer and must be in the form contained in Appendix C.
Customer releases SOW to one or more approved DBITS vendor(s) of their choice in the selected category. Response timeline is at the Customers discretion.
Customer evaluates response(s) and selects a vendor.
Customer issues a Purchase Order. All Customer Purchase Orders will be placed directly with the Vendor after negotiation and agreement on a Statement of Work, as described in Section 4.B of Contract No. DIR-SDD-881. Vendor understands that no work under any SOW issued by Customer shall commence until receipt of Purchase Order.
Additional notes on the delivery and negotiation process:
- Service provided under this Contract shall be based on the Statement of Work form set forth in Appendix C.
- Customers may negotiate the terms and conditions of a SOW to suit their business needs, so long as the SOW terms and conditions do not conflict with or weaken the terms of the DIR DBITs Contract. Vendor shall perform its work in compliance with the DIR DBITS Contract and the agreed upon Statement of Work with Customer.
- Service provided under this Contract shall be based on the Statement of Work form set forth in Appendix C.

Customers purchasing services under the DIR DBITS Contract shall negotiate pricing directly with the Vendor in accordance with the Customer's Statement of Work.
